Pililla Wind Farm has a windmills closest to Metro Manila.
From Manila there are 2 ways to get there (if you have a private vehicle), but I recommend you should take the way to Tanay passing through the Tanay main town instead of taking the way same as Los Banos although the view on our way was so beautiful but still because the way from there to Pililla is quite rough and more muddy specially if it is raining.
No entrance fee, and my favorite part? There are souvenir sellers from windmill key chains, fridge magnets and windmill statues. Just buy souvenirs to help the locals for their income. :)
